According to Jeffrey K. Liker and David P. Meier authors of Toyta Talent (2007) "becoming a learning organization is viewed as the highest level of organizational effectiveness."
Communication
Communication measures the organization's ability to share, reflect, listen to ideas, resolve conflict and give feedback at all levels across the organization.
Continuous Learning
Continuous learning measures the organization's ability to support individual formal and informal learning. Formal learning is the learning that is intentional and pre-planned including in house classroom training. Informal learning is the learning that happens incidentlly while completing daily tasks and activities on the job. Individuals learn informally by asking questions, observing others or through demonstration.
Critical Thinking
Critical thinking measures the organization’s ability to identify and analyze problems, seek solutions, locate and address the root cause of a problem, etc.
Organizational Vision
Organizational vision measures the over-riding principle that guides the organization. The organizational vision defines the organization and is clearly communicated to all employees.

Working with Others
Working with others measures how working teams communicate, make decisions, contribute ideas, manage activities, collaborate and are recognized by others across the organization.
Workplace Culture
Workplace culture measures the combination of beliefs, values, ethics, and procedures of the organization. The workplace culture reflects the ways of thinking within the organization.
